Born, raised and educated in Stellenbosch, Tertius obtained his BA, LLB degrees in the seventies and an LLM (cum laude) in Qualified and practicing as an attorney in the Eastern Cape, Cape Town and Stellenbosch, he is one of the country’s foremost sectional titles specialist, having lectured at postgraduate level, published three books and more than 900 articles on the subject, including a weekly column in Die Burger which has been running for almost 20 years. Having presented numerous workshops and seminars on sectional titles, Tertius has developed, and presents a national and affordable learning course in sectional title management. As attorney, Tertius has represented and advised approximately 1000 bodies corporate and home owner’s associations, as well as numerous managing agents, companies and property developers. From time to time he accepts appointments as arbitrator in sectional title disputes and he acts as court-appointed administrator for a number of troubled schemes. He is well schooled in the discipline and intricacies of levy recoveries, having assembled and trained teams of attorneys for this purpose in the past.
